Child Safety Seat Occupant Identification Program
The WHALE Program is an identification and
information package for child car safety seats
created by Connie Day, a caregiver from Richmond,
VA. WHALE is used in more than 34 states.
Children may ride in a car with a parent,
grandparent, babysitter, or other caregiver. If the
adult in the vehicle is seriously injured and unable
to talk, emergency personnel have no easy way of
identifying the child or his/her special needs.
Emergency responders feel their rescue and treatment
could be more effective and efficient �if they know
the child�s name and emergency information.
WHALE provides an information label and four
self-adhesive stickers to attach to the car seat and
window for easy identification.
The information label is placed on the back of the
car seat and provides vital information about the
child in the seat.

Labels must not be
placed over other stickers on the seat. Those
stickers provide information to individuals that
check the seat for safety.
Two WHALE car seat stickers
attach to the sides of the safety seat to and two
WHALE vinyl clings attach to the rear side windows
alerting rescuers that the vehicle occupants
participate in the WHALE Program.

through the GFWC of Montana
or any of the individual GFWC clubs around the state.
